I can somewhat see the logic of the bolt handle being so far forward as it being considered more 'ergonomic' (at least for Super Earth's weird thinking) since you already have one of your hands placed right below it's position in the first place.

Knowing Super Earth, they probably consider this a form of 'safety' since you have to move your firing hand to reach the bolt. Fewer instances of firing out of battery or something. I don't see any potential to block the ejection port though when rechambering since your arm should end up above there anyway.
Apparently, the Devs of Helldivers know how guns work and the criteria of the weapon designs is that a gun is a gun, that it is presented to work as it should. That’s one of their highlights when it comes to making weapons for the game. It should work like an actual gun.

Going on visuals alone mayhaps, though from experience, the Eruptor & Dominator are both... Rocket Projectile rifles. The Eruptor is a Shrapnel variant for marksman shots for groups of enemies, or armored targets. Think of them like Bolters.
It makes a lot of sense if you're hunting heavy armor bugs if the 556 is not really doing anything he pretty much would need heavy caliber around the 338 Lapua or 50 caliber or a lot bigger 30 mm round
The last one is most like the South African Truvelo CMS Sniper Rifle. A bolt-action mag-fed payload rifle. A semi-auto system would be the Barrett XM109 in 25mm
Barrels to short for the rifle, bullet wouldn't get to max velocity and there a good chance you'll lose accuracy and the bullet might not stabilize completely

Maybe it's actually just a straight pull bolt action, and the handle just rotates to keep it in place. I noticed the bolt looks similar to the one from the dominator, which is an automatic rifle
Didn't some of the developers spend time in the military? I remember someone mentioning it in a post or something, I cant rally remember where. If so, then it would make sense that they would be familiar with the functions of a firearm.
I like the game. But wasted potential on not letting us customize/upgrade our weapons even just with basics. Like a drum mag or barrel length change & that’s pretty much it. .

The biggest problem I have with the Eruptor is the bolt being at the front would make it very awkward to chamber new rounds.
Given you have to do a slow cocking animation after every shot, you're absolutely right.
