It's probably because living in destitution and ruin while being in a state of complete helplessness helped humble him and give him the strength to rise from the ashes, even without knowing who he truly was. I think this is morally the best version of Tony Stark.

Neither, this takes place in a "what if?" continuity. So it isn't related to the Superior Spider-Man story in any way.

I believe the original question was not about continuity but the literal release of the comic. To which case this comic was 2010 I think and superior spider man was 2013.
