Great explanation. Every couple years or so water seeps up into concrete basement after a torrential storm. What options do I have to cover floor? Lux vinyl, epoxy paint, stucco paint,............ Was painted at one time and 20% of floor if flaking around foundation corners,

Make sure your drainage is good. You definitely want to put a vapor barrier down. After that it’s really up to you on what route you want to take.
