These toroidial inductors are filtering sudden current spikes.
those are used for output dc ripple filtering. basically smoothing the voltage

Why disassemble all the components of a switched supply, if you can achieve exactly the same , only disassembling the exit toroidal transformer for modifying it and rewinding it for achieving the +/- 30 Volts required?

Never build a SMPS like this. You can easily get electrocuted as there is no insulation..
Shocks like this aren't lethal and as long as you are careful and don't mind a little risk of shock
