When nobody was trying to go near car... tukaram might have thought he will open the door and catch them single handedly. He has done brave job.
Its not about catching single handedly. The strategy was to catch atleast one of them alive to further investigate and get more information about the terror attack. In order to catch him alive, the gun was to be snatched from his hand and then arrest him so it was natural for someone to either empty handed or least filled hands.
He could have moved aside after realising that he was alive but with that more casualties would have happened and also they wouldn't have had any other option but to fire and kill him.
Showing his presence of mind he decided to face all the bullets and manage to drag him out of the car for others to get hold of him.

A bullet proof jacket could have saved his life.
I think you have absolutely no sense of distinction between real life and reel life.
He got shot in blank point by an Assualt rifle. Even a bullet proof jacket wouldn't save his life. Also as you could see he's a constable not a soldier of army in war.
So, constables don't get bullet proof vests. It's expensive too.

About army soldier and police constable, the system should change. Recently a Gujarat constable sunita yadav, is forced to resign. In Dubai a police man fined a king for traffic violation and he was rewarded and promoted. That's difference between India and developed countries. Even a salary and facilities of police person makes them to take bribes.
