There could be multiple reasons, but most probably winding or carbon bush might have died inside motor. Try changing carbon bushes first, & then go for rewinding the entire motor. Hopefully you can get your desired speed.
How did u set the chunk on shaft bro
Welded the spiral shaft with Brass, set it on lathe(have professional lathe master to do instead, if not comfortable doing it yourself) to smooth out to the perfect size of the chuck. After all that, just pshed it with a little force & it sat perfectly aligned.

Can this motor is run with battery pack of 12 volt 20 amh
Since it is a 100w motor (at no load) so bare minimum battery needs to be 8.33Amp @ 12v (A=P/V i.e. 100w/12v=8.33A). So 12volt 20mah is not good enough. if you mean 12volt 20AMP, it is perfectly fine. However best to go with Computer power supply, this is what i use mostly.

@@anasaliyarkunju6746 The backup time will depend on your cell pack. Means new/old cells or even 3s single/double pack will have impact on backup. Give me your approximate pack capacity to know approximate backup time.
