    It this the same as a voltage regulator, if not what is the difference?

      The voltage regulator is part of a power supply - it helps to maintain a constant output voltage. Linear and switch mode power supplies both have voltage regulators, but they sre implemented differently. I'm actually planning a separate video explaining how voltage regulators work :)
