And it doesn't matter what he was doing before - if it was dangerous then he de-escalated his behavior and law enforcement use of force training states that officers have to de-escalate their response as soon as the subject de-escalates their behavior... So cops should have put their guns away and arrested him without force. He was compliant. That doesn't give us the excuse to beat the shit out of people, we're not Judge Dred giving out punishment and sentences, we have due process.
