I found out that
1) they did not change VAs
2) the higher voice is the *male* VAs actual voice. Previously it was artificially made deeper.
And believe me, they would not have changed the voice to be gender neutral or whatever the edgy tumblr kids are calling it now in the very last segment of a game after producing an entire game before that whilst artificially DEEPENING the VAs voice to sound more masculine as well as doing the entirety of the first part of the game with the deepend voice

I think that zero is a Alien which is why his voices changed, has four fingers, and can change how he is shaped because in Borderlands 2 he has different helmets that look humanoid. The reason he speaks in Haiku because he studied samurai and ninjas which is why he uses a sword and and stealthy. This is my theory.
This stuff is twice as good if you played as him in Borderlands 2
