My guess here, trying to make sense of it, is that at first he was deemed too crucial to be set in an MTF since they thought he could make things like amnestics. Once they gave him a field test for morale though they discovered the dude is completely uncontrollable and could unmake anything and anyone at any time, making him too dangerous and therefor containment to be necessary. Basically, the foundation fears him because they can't control him even if his intentions appear good. It really speaks to how they function at the core. Most anomalous MTF members aren't capable of destroying the world. Even Samsara is controllable, as powerful as they are.

Yeah. Sometimes they make hard choices to protect and contain, but most of the time they are just bumbling through and "lucky," while acting like they know what they are doing and also being unnecessarily cruel at the same time. Like the Dr.s who send in multiple D-class, who all get killed, and just keep sending more in. Sometimes they are reprimanded, sometimes not.
The true incompetence is the lack of oversight, reviews, and hiring screening.
Oh, we will use a drone to drop a large load of molten slag on a cold SCP heading towards a population center to try to stop it, but we won't often use a drone to explore all these spacious anomalies, or even test the atmosphere in another reality before sending a D-class in, without any protection besides their *bright orange attention grabbing* jumpsuit and maybe a gun. Why the heck do they give them guns, even when no physical and killable threat has been observed yet, but not a mask and oxygen supply or test the atmosphere?

Honestly it just comes off as bad writing. Personally it would have been a much more interesting story had the kid not have full control over his own powers and does on occasion bring in things he didn't intend to bring in, such as wanting to pull in a bottle of medicine but accidently pulls in a lit hand grenade.
Such a state of not having full control would make the foundations perspective far more understandable and really foster a dilemma in the main character, the desire to help people and do good with the fear of seriously screwing up and pulling something apocalyptic into the world by accident.

The darkest and saddest part of this story is actually how and why he was abused by Edwards. At some points in the article, it's revealed that Edwards' brother was injured by Rainer during an escape attempt, resulting in either his death, his disablement or worse. Edwards then developed a personal vendetta against Rainer, as the notes of his "outburst" and Rainer asking about his brother afterwards imply that Edwards exploded at him about his brother and Rainer's role in it. When Edwards was mentioned by base in the mission, Rainer winced in response. It's likely that Edwards wanted the mission to continue in hoping that Rainer would die. Eventually, however, the Ethics Committee caught on that Edwards lied to their faces, and were out to uproot him afterwards. Though Edwards got his just reward in the end, Rainer was left forever broken by the crushing reality of his new life, or lack thereof.

I’m surprised the Chaos Insurgency or The Serpent’s Hand haven’t broken this guy out to recruit him.

Hey, Rainer gets to help out with MTF Alpha-9 in some of the recent tales that were written for the recent contest, though iirc it was only thanks to an O5 flexing their power at great personal risk.

I wonder how someone goes about becoming a thaumaturgist in the SCP universe. Writing a hard magic system for SCP themed ttrpgs would be cool as fuck. Like, imagine playing a D&D type game where the PCs are members of an MTF or a GOC team, with options to specialize in everything from science to guns to thaumaturgy. Ooooooh I think I have my next passion project I’ll never finish!

Great, does that mean the SCP Foundation might want to... monitor the Boiling Isles too?

Don't forget the Psykers, they exist in this universe too
