Short answer; he thinks he has to, or he won't "sound like a good narrator".
Long answer:
He either; doesn't know how to use inflection and intonation properly, or is choosing not to use it properly (I'll link videos below on those topics).
Alot of new and amateur CZcamsrs all do that at first.
They have this initial inclination to overuse, and misuse inflection and intonation. They basically don't want to sound like they are speaking in a monotone voice (and want to add emotion to make the story sound better), so they use inflection and intonation...
However, when they constantly use it, it sounds way too varied and becomes annoying and confusing, i.e. the audience cannot discern what is important or not, since every other word they speak is given importance/meaning.
I know this comment was way too long, but I think it will help people understand why the heck they get so annoyed and irritated.
