The show has its moments with them, but that is what makes the show so good is that they don't focus on any one relationship (be it romantic or friendship) for too long. Even the main character Nolan, and his relationships, aren't front and center the entire time. We can go 2-3 episodes without even seeing Bailey.
The no hesitation makes me laugh because he was a bit annoyed about being called on his day off, but the way he comforts her and even managed to make her laugh! And the fact he stayed to help her pick a dress as well makes him a real sweetie!!

He doesn't want to send out inexperience, unprepared officers on their own just to hear something terrible happened to them later or they washed out because they couldn't handled it. Also, in one of the later seasons we find out that Tim was hard on Lucy because he felt thats what would drive her and push her the most. The writers really knocked it out of the park with Tim's character.
He is a hard ass but for the right reasons and he has to be hard and by the book with rookies he is training or they won't make it. I love his char arc thru the seasons and how his relationships grow. You realize there is a teddy bear under that hard exterior. One that deeply cares about the people he works with.
