This could be a reason. If you are so worried that "somebody" would try to operate a butterfly valve with a closed spec blind and the valve disk might "touch" the blind, then have the valve chained in position (closed)

If we want that valve will not fall down after removing bolts from other side of the valve, then we should go for lug type butterfly valve having body tap holes.

We use two side bolting arrangement when we want to open one side of the valve without removing the entire valve.
If we want that valve will not fall down after removing bolts from other side of the valve, then we should go for lug type butterfly valve having body tap holes.
With wafer lug type butterfly valve can we make blanketing for positive isolation
Yes, we can do it, but valve should be kept in closed condition. We will not be able to open the valve.
