Because Cuba and Venezuela are actual friends of Haiti. Kenyans are mercenaries hired by the USA. Cuba and Venezuela would be there simply to help the security situation and would be welcomed by the Haitian people. Kenyans would not be welcomed.
I agree but the people of Haiti themselves have different ideas on how that happens. Some people don’t even trust their government and believe the current leader had something to do with the death of Claude Joseph. And I don’t think the US would be okay with Cuban military officers doing anything outside of Cuba in their Caribbean.

Also before those civil socities sit down and argue and negotiate for the government and rules you want, you need a force that will go in and create order and some form of stability for the citizens(This a war not peacekeeping mission)
