The Halloween disc is missing the episode Candy Bar Creepshow, which is odd given that's a scary/Halloween themed ep so it's odd how they included most of the others but missed that one. Maybe they only had a certain amount of disc space and so it was left off as a result.
I got my version at Walmart in the same month and The same day as I got my cat dog complete Series set back in 2017 that was around 4 years ago when I bought It. However I only bought those after I moved out of my parents house.
Are you planning on unboxing the new Nickelodeon DVD sets that just came out (the complete series of Jimmy Neutron and Season 3, Volume 2 of The Loud House)?
That is an odd copy you have, probably a bootleg even. I don't know if it's still in print. If anyone has other copies of the DVD, please let me know because I feel concerned about this issue.
My copy has artwork on the Halloween disc. His is probably gray because the Halloween disc was released on it's own in 2011 and my slipcover box has blue on the inside while his is white

My copy of the Rugrats Halloween DVD does have artwork on the disc.

I got mine from Amazon two years ago and they shipped it in a box with no crushed corners.
