this is probably supposed to be a really serious and tense moment in the actual episode but out of context its fucking hilarious
It is a tense moment, but it's also a mostly irrelevant moment. All it does is show us that Skaro is a war-torn planet (which we already knew) and give Harry something cool to do.
Fortunately, the Doctor's learned his lesson and would never step on a landmine again. And if he did, it certainly wouldn't be the focus of an entire episode.
