As great as Sting, Kurt Angle, and Jeff Jarrett all are, all three of them held the world title a total of 17 times. Jarrett may even still hold the longest cumulative days as world champion in TNA/IMPACT. Those factors and the rest of the times they pushed former WWE and WCW guys may explain that.

    - Kurt Angle is not a recognized IWGP World Champion:
To make a long story short, Brock freakin' Lesnar was wrestling in New Japan while honing his MMA skills so, just like everyone else, New Japan board thought to make him a heel world champion. Unfortunately Brock's contract expired during this period (New Japan has a less strict policy on freelance wrestlers), the beast thought that they didn't offer him enough to renew but he kept the belt hostage (because he thought New Japan owed him some money for some reasons). Since japanese people are kinda suicidal but not to the point to go ask the belt back to Lesnar himself, New Japan brought back the old IWGP title (the one which looks like a crown) and canceled Brock's name from the record books (along with Hulk Hogan's). Sometime later Antonio Inoki the legend, decided to cease his relations with NJPW and to start his own federation, IGF (Inoki Genome Federation), since he needed a champion he recognized Lesnar's title and paid him an unspecified amount of money to wrestle (and drop the title to) Kurt Angle. That's when Angle began to parade around the impact zone with the IWGP championship. I don't remember exactly what happened to IGF but at some point NJPW's board persuaded Inoki to give the title back and they set up a unification match between the IGF champion with the unrecognized belt, Kurt Angle and New Japan's IWGP World Heavyweight champion, Shinsuke Nakamura (before he became weird, his gimmick was that he was a pupil of Kazushi Sakuraba). Nakamura won the match via submission, got the belt and the glory.

@@Noobie2k7 Admittedly I haven't watched regularly since the low points of the Hogan era, when they kept bouncing around channels, and when were getting crazy with "new toy syndrome" (a new guy, usually ex-WWE guy, shows up, gets in the main event picture, gets the title almost immediately, company doesn't know where to go, drop title, do nothing, leave). Their story telling had dipped immensely during that time.
I know good things have happed post-Hogan - Matt Hardy, EC3, and Lashley's run in particular, as well as more recent stuff I heard good things about - but I guess what I'm saying isn't that the product necessarily sucks but the buzz around it has never been the same.
There was a time when hardcore wrestling fans were chanting "TNA" (sincerely, not ironically) during WWE events, as it was a quality alternative during some lull times during the 'E. That place is now mostly reserved for AEW, as TNA isn't really looked at as "cool" anymore. But during that period you mentioned, I agree - they honestly were putting out a better product than Vince at that time. I mean guys like Angle, Joe, Pope, Morgan, LAX, MCMG, etc. were making for great shows. They just haven't gotten that prominence back, unfortunately. Again, not a comment on the quality of the product, but rather the general feeling towards it. Also, Josh Matthews is terrible lol.
