Not sure what your govenor issue is. My Super A had problems with the throttle adjustment on the column. It seemed like it was either wide open or idling, I had a lot of problems trying to set the RPM properly. I thought I was going to have to tear into the governor, instead it was simply that a previous owner had not adjusted the throttle linkage properly between the carb and the governor. I had to adjust ir several times but finally got it to where it has a wider response for RPM's at the throttle next to the steering wheel.
I have zero throttle response. I’m almost positive the spring is broken inside the governor. I’m waiting on parts so I can rebuild the governor. After that I’m sure I’ll have to adjust all the linkages too lol.
