The conversation between Holt and the annoying police union rep guy was about how Holt found a way to make police work better with LESS police, meaning the Union Rep guy would be responsible for firing his police officers, meaning he's out of a job.
But if he went against Holt, that means he would have to admit the "Blue Flu" was staged

The blue flu is not a new thing. I first heard it in the 1970s in regards to a "walkout" by the police in Manhattan but it may have included other boroughs as well.

I thought this ep did a better job at incorporating the comedy with the more serious plot.
The Blue Flu wasn't meant to allude to Covid. I'm not sure how it works in other places, but here in NY public employees in unions (like police and transit workers) are not allowed to strike but there are loopholes like what's shown in this ep. And there actually have been studies that show when police activity has been down due to labor disputes, serious crimes have also gone down.

The Taylor Law is NY State specific, but I would imagine other States have similar laws.

I think the point of the numbers conversation was just to highlight that, there is evidence that having fewer police officers can increase efficency by having a third fewer complaints against officers (time wasted having officers prosecuted and money from settlements) and a third fewer cases thrown out in court due to insufficient evidence (police making slap dash arrests to hit targets, which wastes court time and again sometimes money for damages). Overall I think the point was to show Holt was fighting back against the corruption and making headway by not being held hostage by the "blu flu", by essentially threatening the officers engaging in the fake outbreak with losing their jobs, which he could use the files to do citing efficency.

Unfortunately yes, cops DO do this in real life in America

It surprised me when B99 went after the police union as they did. During the BLM protests in the US which triggered these episodes, there was no talk of the way police unions enabled bad police officers to keep their jobs. This was because it could put all public sector unions in the spotlight which would be dangerous since these exist as basically a way to launder government funds into political donations - and I’m sure our elected “public servants” wouldn’t want us to make that connection. Bravo to B99 for making this point. Sorry for the political comment, but S8 of B99 was heavily political, so it’s difficult to avoid.
