I couldn't help but notice how one of the Optical Drives are mounted upside down. A sad attempt at symmetry I guess. But that's not a bad system at all. a 4th Gen Haswell Intel, 16 GB of DDR 2400 (which is the High end of DDR3 if I'm not mistaken) It'd make for a great Office / Workstation rig. If I'm not mistaken, it may be 4 core 8 thread which is still more than useful now.
Edit: I looked it up and it's a 6-core 12 Thread beast. This must have been an enthusiast build back in '13. as a former flagship High-End once-upon-a-time build, it Should still be plenty performant today for multi-threaded tasks, like Video editing and rendering.
I would have been happy just finding that I7 chip.

Thats "a roll of wrapping paper"! Wish I could find a great PC like that one! And all the extra parts! When I find a PC, its a stock Dell, HP, maybe a Lenovo... All the finds are quite nice!

That "goop" is thermal paste, its used to cool the CPU, that hard drive cable you found is a HDD SATA cable.

Been dumpster diving for 20 years and never found any computers.
That pc will be a nice upgrade.. If the PC does not start, it is probably because the motherboard is broken, the processor and ram are usually okay unless you have used an extreme overclocking
