How is the DA and ANC gonna deal with these small parties? They have very little votes and they want policy control. You are going to need to convince the DA and ANC to pass legislation, so disparaging parties isn't helpful to your policy goals.
Previous government had 30 cabinet and 30 deputy ministers. Based on seats in parliament It’s reasonable for DA to expect 10 or 11 positions as they bring roughly a third of votes I into the government.
DA can go negotiate ministries in Ukraine. This is an African parliament.
