Yes, it is the Royal Palace of Oslo at 1:15
And at 1:50 its also the capital of Norway. On the back you can see the Oslo Cathedral.

That is the Royal Palace in Oslo, known in Norwegian as Det Kongelige Slott. And that street image you were wondering about is a street called Grensen in Oslo, looking toward the Domkirke, or Oslo Cathedral. Here's approximately the same view from today.
