Universal has the rights to Jurassic World, so Universal decides the canonicity and the official stuff and everything else. The fact that there is another population of Raptors makes no sense. The raptors in Jurassic World were created for experiments and tests, so what would these other ones be for? It's Trevorrow who said that motion comics are not canon, and he himself said that he doesn't decide everything.
