I tried googling Operation April Shower and got no result. If I am to guess it is in northern Norway since Norway would have snow in April. But that's a wild guess since I can find nothing when searching. Later in the video there are flat lands and a donkey. So probably not Norway. Good luck if you try to find it.

They are in Cyprus. It was part of the Cyprus conflict when the UK sent 25,000 to try and keep law and order.
The heading should actually be Governor Harding, not General. Sir John Alan Francis Harding was appointed as British Governor on the island of Cyprus on September 25, 1955.
EOKA (see painted door 3:07) insurgents ambushed a British military vehicle in the Troodos mountains on December 15, 1955, resulting in the death of two individuals and the capture of two EOKA insurgents.
British government troops launched a military offensive (Operation Lucky Alphonse) in the Troodos mountains on June 7-23, 1956, resulting in the deaths of 25 British military personnel and the capture of 17 EOKA insurgents.
Snow occurs on the Troodos mountains.
