Safeguard and anti dumping duty are different things imposed in different senario....... To counter dumping govt impose anty dumping duty under article 6 of GATT r.w. anti dumping agreement and safeguard measure are adopted by government only to safeguard ailing domestic market even if import are fair .

But sir,take the example of digital india.The gov is digitising everything and as a result ppl need lots of mobile phones nd other gadgets and most of them are chinese. Gov policies are pushing the imports frm china without limit and thats y trade deficit bw ind nd china is huge.I think the gov should do much homework before policy decision.The mobile manufacturing in india should be as speedy as digitisation otherwise the benefits of policy would go to other countries.
