Tifa getting over Cloud, is almost as impossible as Cloud surviving her death, if that was even a remote option.
If Aerith dying made him depressed, I cannot imagine how much of a vegetable he would become, after experiencing a similar thing with Tifa.
When it comes to her, she loves him too much and the only way to get her to let him go, would be a straight up rejection from Cloud himself.
