My dad coached me through situations like this. He always said never start a fight or walk away from one unless you really have to. Basic rule for putting down a bully was to feign weakness then attack to the nose. He also assured me that I wouldn't win every fight but if the bullies knew I would fight before I would back down that would go to my advantage. He was wise by experience.
He wore the zip ties despite being able to break them the whole time. He complied with their rules and didn't break them until they agreed to let him out. This scene could be mistaken as reacher acting tough until you realize he's act being really smart by complying and then making it known to the officers that he was choosing to go along with the standard procedures even though he was wrongfully arrested.
I told my first grader boy who was being bullied by a third grader on the school bus to warn him that he will punch him on the nose. I showed him how to make a fist and aim for the nose with a quick jab. I also told him to expect the same in return and if he wasn't ready for it to abstain himself from any action. He did punch the bully and the other one went crying to the back of the bus. He never bullied anyone after that, my son was cool and did not over react. When I was a kid I was bullied and the only support I received was: You must have done him wrong for him to bully you, just don't talk to him! I didn't want to do the same to my kid.
In the book, the older brother kind of clucks at the bully as if saying you just screwed up. And then tells the bully, I have never seen him lose a fight.
