- In this part, we complete Operation: Turbo Dominant Eagle, and Penelope joins the team.
OPERATION: TURBO DOMINANT EAGLE
Difficulty: 4/10
Characters: Sly, Murray
The goal of the operation is to take down the Black Baron and win over Penelope. We start as Sly and use the catapult to launch into the air before paragliding to the blimps. Once on a blimp, we place a tracker for Bentley, then repeat the process for the other three Blimps. Next as Murray, we use the raft to pull off the support beams holding the in place and destroy it. Lastly as Sly, we enter the finals and shoot down the Black Baron, but before he falls he jumps on a plane and we face him in a fist fight. During battle, the Black Baron uses a charged up uppercut to rush us, and may use a running tackle. After a significant amount of damage is dealt, the Baron will call his henchmen for help (they can easily be knocked off the plane). Once the Baron gets back up we repeat the process, however he may stomp on the wing to damage us (just double jump with good timing to dodge it). Once the Baron is almost down, the guards will constantly come to help even while fighting the Baron. After the Baron goes down we complete the operation.
Looking back at this whole thing, this was a pretty clever twist that made complete sense, unlike the twist reveal in Sly 4. Penelope wanted to test how good the Cooper Gang, before joining them and she also needed someone to beat her Black Baron persona, so she could leave the flyer derby.
And this is why I like Penelope's reasons here than in Sly 4.
And why people hated her reasons in Thieves in Time with a passion than in Honor Among Thieves.

8:38 This should have totally raised some flags about Penelope before she betrayed the gang in the fourth game. She was totally willing to try and kill Sly here.

So fighting the baron, you hit him and he barely lose a life and when he hits you he took out alot of life ? It's just like playing Mortal Kombat lol

It was actually obvious she was always like that, given how she had several pilots killed just so she could win a competition.
Also, most of the other new members joined the Cooper Gang because they were in their debt. The Guru joined the gang because they helped him save his land. The Panda King joined the gang because they helped him rescue his daughter. Dimitri joined the gang because they helped him recover his stolen family heirloom. Penelope, however, didn’t have any debt to pay with the Cooper Gang.
Also, in Sly 4, she betrayed the gang because she believed that Sly’s code of honor was getting in the way of Bentley’s potential. That’s how Dr. M felt when he was working for Sly’s father.
This is so inaccurate. Penelope basically has the fist fighting skills of a grown man.
