In keeping with the themes of Watchmen, he is a very ineffective "Batman" and typically does more harm than good. In his retelling of his first execution, he admits without concern that he injured and tortured multiple innocent in trying to find the kidnapper.

In addition to equipment, the great advantage of his wealth is that Batman doesn't need to worry about money, he doesn't need to dedicate his time and effort to making money. This frees up all his potential and resources to dedicate himself to your true mission.
In today's times, this alone is practically a superpower.

this, this is honestly the only answer that is needed. if batman had to work like a normal person, he would not have the time to rest and heal, to train... so his "no kill" rule would have to be questioned then as he would not have the martial arts capability.
also, as we all know bruce wayne is saucing some kind of ped so he can physically recover.. that stuff is not cheap

I can think of one Batman who wasn't rich at any point, who got by with makeshift explosives and an abandoned subway station as his batcave, which is The Batman from Superman: Red Son. That Batman was from the USSR, had no money, and still was able to be Batman.

I think the greatest advantage Bruce would have from his wealth is time. The freedom from a traditional 9-5 enables him to allocate his time and energy to being batman. Working out, research, eating, sleeping.
Ofcourse his money enables him to buy vehicles and tech but without being able to dedicate time to his goals it would be extremely difficult.

The equipment a budget Batman probably would have are a few shuriken, a rope and grappling hook, a lockpick set, some forensic equipment, some handcuffs, and a police radio scanner.

As a financially free (but not rich) real life superhero I agree with your Batman assessment. The key factors are time and ingenuity. Primitive versions of Batman’s vehicles and gadgets can be constructed on a budget easily with some creativity and ingenuity. Time is the most important superpower. He could embrace a minimalist lifestyle and live in a bat RV to maintain mobility, or use a cheap storage unit as his base. A few good investments can easily fund a real life superhero who embraces minimalism.

The first problem Bruce would run into without money is training. He traveled around the world for years, which takes money, getting training from the best of the best, which takes money, and spent countless hours training, which takes time not earning money, to even get to his beginning point of becoming Batman.
Maintaining his training and physique take yet more money. Even if he uses budget equipment to train, every hour he spends working out is an hour he isn't making a living. The healthy and protein rich diet he requires to maintain his sheer muscle mass is expensive and requires time to prepare.
Time spent maintaining equipment, armor, a vehicle, weaponry, etc. is taken out of time for making money. Every snapped rope, mangled handcuff, lost batarang, and damaged piece of armor requires money to replace. Without an inherited house that requires no rent or mortgage, he has to worry about prompt payment, nosy neighbors and landlords, or even eviction for property damage (bloodstains) and suspicious behavior (also bloodstains). An "average Joe" Batman would have to spend time cleaning and maintaining his house as well as shopping for essentials and doing laundry.
Even keeping the level of medical supplies a vigilante finds necessary well stocked is expensive. Bruce also often requires medical care he can't take care of on his own. He isn't a surgeon, and even stitches on his back could require another person to properly clean and suture. All this medical care requires money: enough money to hire someone who both does an excellent job to keep him in fighting form and won't investigate the shady injuries he turns up with.
Bruce can't hold down a normal job. He is busy all night and needs to sleep during the day to remain functional. He must be available constantly for emergencies and be able to take time off as needed to recover from debilitating injuries. Perhaps he could be a writer or CZcamsr or other artist to pay bills, but between everything else when will he find the time?
Perhaps someone with superpowers could overcome enough of these obstacles to become a vigilante, but not a baseline human.

Exactly. He would still be as good a fighter but in raw gritty street fighting skills, and little bits of martial arts the only got from free, beginners classes, that only show you the basics and that's it.
A raw brawler, neck strikes and all, who will randomly do a perfect executed spinning back kick, but only because he's done it a thousand times in real combat, after seeing it on UFC LOL. He can make the basic karate upper block work, but only because he's had to do so against actual knives and ECT
As a lifelong Batman and martial arts fan I've thought about this a lot LOL

Without money, Batman become a character named The Question.
Is a brilliant detective just like Batman, but with a pint of paranoia and almost completely flat broke-bankrupt.
But alternatively, he can be just rich, not billionaire, and so we have Nite Owl, from Watchmen.
But... Another way to get enough resources to fight crime is sadly illegal: do like Marvel's Punisher and take directly from the bad guys you face. Crime leave behind a lot of unclaimed money and equipment, so you can accumulate a lot of nice stuff across some years. And so we have the old Green Beetle...
A fact not considered: in real world training and tuition costs money. You can't become a martial arts master, or a skilled detective watching CZcams.
Most non rich characters were trained by someone or some organization with resources, like Nightwing (Bruce), Black Canary (Oliver and Assassin's League). So isn't that easy.

Daredevil is a good example in the comics of a peak human operating without millions of dollars. That being said, it will depend on how realistic you prefer it. Realistically speaking, even someone with millions would fail to be batman. In comic books, you can do pretty much whatever you want.

He wouldn't get the education, training nor equipment he did while rich. So no. He'd be just another homeless guy with PTSD. No way he'd be able to hold a job with all that trauma. He would have ended up in an orphanage. Probably end up in and out of jail and mental hospitals. "He'd just be a ninja"... No. How did he end up getting trained? Because he had the money. He was boy billionaire Bruce Wayne and gained the attention of all the people that trained him. "He had detective skills"... No. He only got training with detective work through Henri Ducard and studying detective files he was able to acquire due to his wealth and status. His privilege granted him access to all the things you said would still make him capable of being Batman.
