If you don't have a tech background (don't know coding/have not worked in a tech company) and you don't know anyone who you can trust completely in coding (close friend I suggest), I would suggest you to not even consider a tech startup. First your idea might be bad (e.g. doesn't solve a real problem) and even if your idea is really good people will fool the shit out of you while making the software. I mean to say you have to be a certain amount of tech/programming nerd before starting a startup. And if you are really young (I presume you are in college) just learn the all the stuff (not just programming, also look at all these other things to better make and run the company) become atleast job ready first and try to make your own software and try to run the company with a small team with like minded people. Regarding other skills if you want to lead the company I believe you should atleast have an idea of everything and should have good communication skills. Leadership skills develop over time their is no effective course for that.

Having a degree from a good college is helpful in achieving a better first salary but you can reach that salary if you stay hard working and keep grabbing better opportunities. Don't think too much about college, think about what you can do to upskill yourself and find better opportunities as you go on in life.
