YOU ABSOLUTELY DID THE RIGHT THING!! Sometimes puppies come out not breathing and you have to rub them aggressively or literally swing them around in your palms to get their blood pumping and stimulate them.
Source; worked at a Vets office and assisted w c-sections where puppies often came out not breathing.
