Its always buy vechile from other states you save minimum 2L . See the trucks and private bus they buy from other states. It's foolish giving unwanted money to the state, that money you can buy accessories.

Kerala will not provide BH...i am also a victim who didn't het the BH registration. I put an RTI..the joint RTO s reply was " kerala RTO is only working under Kerala Government" which itself a fail.
