I think he didn't say always because that would have been the exact same conversation as in 3x13. Seriously, exactly the same. I'm glad they did it like this.
At the end he's thinking, "I love her and she doesn't know it" A theory: maybe, even though Beckett did mention a wall, he was referring to himself when he said "the wall won't be there forever", because he is afraid to tell Beckett he loves her and once his wall comes down he will be able to tell Beckett how he feels, and the secrets will come out etc.
When he said that wall inside her won't be there forever, I think that he was implying solving her mom's murder and finding a way to make their relationship work. But it seems more towards the latter. :)
