Would you recommend using a 1 inch steel pipe as a crossbar or will that bend or bow over time? And if so should I use a 1.5 inch pipe instead?

I use a 2-3/4 inch pipe it’ll never bend but if you want to use a 1 inch pipe go for it. It all depends how much strain your gonna have on you fence
