Fun trivia, the loading technique you described is what the soldiers of the French Foreign Legion were taught to do with their Lebel 1886s. They would load a full magazine with ammo, engage the magazine cutoff, and load one at a time after each shot, unless the were overwhelmed.

Good job on fixing that up and putting it back close to the Military condition. They do make repro handguards for those. A place in Canada.
I know of one place that makes repop hand guards but there never in stock, if you remember the Canadian company’s name let me know, I’ll check it out.
It's not the sturdiest option but I've used 8 gauge copper grounding wire as rivets for handle scales and they haven't failed yet
