I-39 Southbound at milepost 111 on ramp. Pilot car cuts me off, then slows down.

Looks like a "New York Certified Pilot Car" company pilot car. White bearded Santa Clause wannabe cuts me off while I'm accelerating a fully loaded hopper bottom. I was already above 65 m.p.h., he should have just not passed me, but rather dropped in behind me. He was so far ahead of the oversize load he was escorting that I couldn't see it in my mirror. He also has his banner obstructing his license plate, which is illegal.
