BoRK kind of does scale, backwards, because of armour. So realistically, building armour pen does increase how much damage it does, up until it does 100% damage anyway. That's part of the reason Sunderer is so good, gives dual % pen.

theres a way to open multiple league clients on google. He has multiple open for multiple accounts because the higher elo you are, the longer the queue times become. Multiple queues at the same time maximize the downtime between games

You gotta make a shortcut of the league client, Then put this: --allow-multiple-clients in Target on League Client shortcut.
