"Ned Stark had many admirer's, how many of them stepped forward when the Executioner came for his head?" Wow. That overlooked and brilliant statement says a lot about how Game of Thrones and in general, power works. You have allies, power, respect and people telling you how much they love and respect you right up until they're put in a position to have to show it in hard times. It didn't matter if everyone in that world loved Ned and respected him, none of it mattered in the end. His honesty and integrity were the death of him. Had he been willing to drop the issue and moved forward he could've planned and tried to figure a better way to deal with it but he thought the honest and honorable way mattered to everyone. One of the characters that seemed very intelligent but in reality wasn't smart enough to realize that honest and honorable meant nothing in the Game of Thrones. Power, manipulation, treachery and all the things Ned Stark neglected and shunned were the real cogs that kept that world moving.

Having read the first book, Ned had a number of opportunities to win by acknowledging and working through the various plots. He knew the South was a nest of intrigue, and treated all with disdain. However, had he been less inclined to despise the Southerners, he might have found greater assistance in Varys, the Baratheons, and the Tyrells for his plans. He should have also quietly replaced the gold cloaks with his own partisans, then he would have been safe. Again, this would have put him as relying on the Baratheons and Tyrells, but they were infinitely better partners than trying to confront the Lannisters with no support aside from Petyr Baelish.

It's only "surgical" thanks to the writers being brain dead, but it actually really isn't... in any ways.
Cersei not only killed her enemies, but also her allies: the people *actually ruling* King's Landing and keeping it afloat (it's not like Cersei is the one taking care of the money, food, shelters, taxes, etc.).
To that, you add the fact that all the noble families in the Kingdom should be against her and wanting her head because she's killed family members, allies, and innocent citizens.
And the nobles wouldn't be the only ones: the common citizens and soldiers would be against her as well for the same reasons. They'd start a revolt.
You cannot kill the "High Priest" of the city, a lot of the religious servants, the House of the people's Gods, innocent citizens, the nobles on which your city depend (especially the Tyrells who were their *main* food providers), part of the city (which led to more deaths of innocent people and homes) and suffer no consequences.
