We have had the same problem in Canada and it is the international students who are being ripped off. The colleges are taking their money, but often only offering a few on-line courses. It probably is the college that is at fault. The Canadian government has recently stopped recognizing these schools.

@@uccoskun How did they get in? us and two other couples we were travelling got questioned at the immigration check point in Vancouver. We'd flown up from a few days stop over in San Francisco and were only staying 5 days in Vancouver and then getting on a cruise ship. We had all our tickets with us to prove it all but the guy was still quite rude and stroppy, demanding to know if we intended to live in Canada. I felt like leaning across the desk and saying "listen mate, why would we want to live in Canada when we are lucky enough to live in Australia?". The guy let us in but then when we finished the cruise, we ended up with the same guy when heading back to the USA. He couldn't work out why his signature was in our passports! It wasn't hard - he signed them when we came in from the USA! Had to go through the whole rigmarole of where we'd been, what we'd done etc, because the cruise was an Alaskan cruise. He eventually figured it out.
