When America upgraded battleship guns in WW2 they had the choice to a) Increase velocity or b) increase explosive content. In the real world they went for b) and it was probably the right choice, because IJN armour sucked. In this respect, the game got it right.
Imo, NO. It has a large heal and with the captain skill it can have less reload. The DCP can last 30 seconds and is also very strong. It’s a tanky ship and should rather use conceal and the accuracy upgrade for US BBs.
