He probably has them trained in how they treat each other, P.O. property, safety standards in the work place, bullying, sexual harassment, offensive jokes, hygiene etc. etc. These employees are probably not customer facing so they have not been trained in dealing with the public. You don't teach a mail truck driver phone etiquette. You don't train a PO desk clerk how to drive a truck...etc etc.

My understanding is that postal employees are suspicious and paranoid because of constant monitoring of their every move by postal management. These are the conditions that caused the 'going postal' events of years past.
I dont condone their behavoir in the slightest, but wanted to put some context to the overreaction we see in nearly every post office video.

i used to live in an apartment building, a BIG complex with over 2000 residents, we had shopping carts everywhere in the hallways, i called the fire department their local number not 911, but the police came instead, and got fined $250 dollars for disturbing the peace, all of those carts were stolen property, but the judge saw it differently. i told her they were in my fire exits, she laughed... in the end i paid the fine and moved as soon as my lease was up. i will never use any public service (fire, ambulance or police) or call 911 again EVER, i would crawl to a hospital or die trying before i ever call 911 because the cops show up first..
