Unfortunately this cluster does not show a set speed. Only indicates the CC being switched on.
Great job, but I'm curious, what did you do about the holes you made?
Nothing ;-) The back of the steering wheel is made of some kind of memory foam and won't even see the cut.

As well as IPC code: P0581 Cruise control Multi function Input A Circuit High
You need to double check the wiring. Circuit High usually means it is open.
