      I agree and hun down here in Tennessee police walk all over us poor people and there are some elderly folks too afraid of Tennessee police they won't leave their homes, Know matter what kind of abuse or atrocities Tennessee police commit they never get fired and everybody they abuse is too scared to file a complaint if the depts had complaint forms, TENNESSEE is the birthplace of the KKK and were MLK was shot and killed its also the home of the GOOD OLE BOYS and the DIXIE MAFIA and we live like inmates in our homes scared to go outside and children are never seen playing outside in the poor neighborhoods cause we never know when Tennessee police will come.

    This is why departments shouldn’t investigate their officer complaints themselves. Police unions don’t want to see state data bases for officers. Anything that promotes accountability is a thumbs down by unions.

I've seen this shit slide by dozens of times with either nothing happening at all, a slap on the wrist, or some of them even end up getting promotions down the road! I support most of the police, they are necessary, we need them. However we need some new systems in place to help police the police, because this isn't working, and is only going to continue to cause riots, civilian on police violence, rising distrust, and suspicion of the police, civilian relationship

      Lucas Smith I feel that cities ( mayors, city managers ) have traded away thru negotiations with unions ,the oversight of police to the unions over decades of contract renewals. An example of this is that in some cities if a cop has a use of force incident, by union contract with the city, the cop has several days before they have to turn in a report, appear with an attorney or answer questions about the incident. It is my reasoning that these contracts need to be broke ,departments disbanded and start from scratch.

      Yup even officers that don't directly commit crimes are guilty for looking the other way. If police were mostly honest like they say they are we would see officers striking regularly to have fellow officers with history of misconduct removed from their precinct but when's the last time you seen a cop expose another cop.....     If you get an dishonorable discharge from the military you can't get a federal, state or city job or anything requiring a security clearance, but these criminals in uniform float from department to department like a cockroach or rat. A federal mandate needs to be on them, once released from a department you should be done, certification gone for life. No excuses

    Police shuffle is like having a pediphile Catholic priest being moved from one church to another. We all know how that ended up.
    The problem is not only with the police officer itself, it's the problem of the police department. If the highest rank at a police department doesn't address the misconduct then who will. Chief of police should also be held accountable for his officer's misconduct. It was under their watch that the misconduct occured.

    I think that the following should be FEDERAL and STATE LAW:
    1) Get rid of "Qualified Immunity", PERIOD
    2) If a Dept. hires a cop, they MUST have their own Liability Insurance AND be bonded
    3) If the cop fails a drug test, automatic Termination and Revocation of Peace Officers License
    4) Premiums are based on conduct, if no citizen files lawsuits and no disciplinary actions against that Officer, then they have lower premiums, if there are several lawsuits for violations, then premiums would rise accordingly
    5) ALL Police Departments must require that INDIVIDUAL Officers have Psychological exams as a condition of employment
    6) Get rid of the slogan "To protect and serve" because, let's face it, the system protects it's own and serves the "Elite", and that doesn't include us
    7) Get Rid of "Civil Asset Forfeiture ", it doesn't help anyone of us, it's just absolute STEALING from us.
    8) If a cop shoots an INNOCENT citizen and is found guilty, the cop would be responsible for ALL costs relating to that shooting. (Hospital Bills or Funeral Costs)
    9) Departments no longer can "Investigate" their own, but must bring an out of state agency to do the investigation and the findings, good or bad, are final
    10) IF we citizens have to follow the law and codes, regulations, etc., then Police are NO exception.
    That might seem like ALOT, but it really isn't.
    And Finally, DISBAND ALL Federal and STATE GOVERNMENT departments and replace them with ONE (1) DEPARTMENT:
    THE U.S. DEPARTMENT OF COMMON SENSE !!!!!

    I would love to see the Federal Government take this on. Bad cops should never get another job in law enforcement.
    Even if they are fired they can get rehired at their old job with back pay just because a review board orders it.

      Not all states, counties, and municipal, village, etc. police departments have a policy of revoking a discharged officer's police certification.
      It is well-known and obvious that police protect their own. Unless an officer has become so toxic through conviction for particularly horrific crimes that they have to give him up for good.

    Is it wonder why cops are so hated in this country? Some say that they are plenty of good cops out there but that they are being overshadowed by the misconduct of a so called "few bad apples". I say that there is no such thing as a good cop. In my opinion, the so called good just haven't gotten caught on camera yet. The problem is the whole mentality of policing in this country. They are taught these methods. It is ingrained in their very psyche. And what amazes me most is how cops possess very little, if any, actual knowledge of the law that they have sworn to uphold. Most cannot recite the Bill of Rights or articulate their meaning. Pothetic.

    My thoughts on police,TSA agents and judge conduct.
    (and others in authority)
    Law Enforcement Oath of Honor
    On my honor, I will never betray my badge,my integrity, my character or the public trust.
    I will always have the courage to hold
    myself and others accountable for our actions.
    I will always uphold the constitution, my community, and the agency I serve.
    "WHEN TYRANNY BECOMES LAW, REBELLION BECOMES DUTY"
    Let's hold them to it..
    1: Police, judges, CPS and TSA agents should be licensed nationally whether they are employed by local, county or state or federal. the license criteria must include basic rights and conduct knowledge with race and disability training and possibly testing with a minimum IQ.
    2: Police and TSA agents should be REQUIRED to carry $5,000,000 conduct liability insurance with a minimum personal deductible of $5000 (premium paid by the individual officer). if any award is higher than the $5,000,000 then the city/county or state is liable for the balance thereby stopping some of the burden of the taxpayers.
    4. when a officer, for whatever reason, is placed on paid administrative leave the pay should be placed in an escrow type of fund until such time they are cleared and they can access it OR used as partial deductible towards victim reparations.
    3: When police or TSA agents are found to go above a threshold of abuse or conduct 3 times or their conduct results in arrest of the officer 1 time or the conduct insurance is exhausted the federal license should be revoked permanently. Furthermore, if an authoritative figure quits or resigns immediately after an incident or during an investigation his/her license shall be revoked permanently. If the abuse is a crime charges should be preferred.
    4: All police and TSA agents conduct complaints should be investigated and reviewed externally by an independent organization (Not a private org and funded for by each districts government) .
    5: All officers should be required to carry body cams that record internally and broadcast to a secure place without an on/off switch which can simply be done by the camera automatically turn on when removed from a charger or similarly by leaving the cruiser and should not be at the discretion of the officer. The recordings further should only be able to be seen and not erased unless done by an independent organization outside the jurisdiction and only:
    A: After a completed court trial.
    B: And only after all appeals are completed or appeal times have passed.
    C: And only when the trial judge signs an order to erase.
    The officer should be fined if the lens is covered or the audio muffled by covering the microphone.
    6: Any officer should submit to retraining of the offending incident payable by his/her own liability insurance with some percentage (10%?) paid by way of his liability insurance deductible.
    7: If an officer or officers report purposely or knowingly cause someone prison or jail time on false information should serve at least the amount of time that the innocent victim did or fine he/she paid.
    7: Any officer or agent who condones or allows to continue or hides knowledge of any officer conduct should be held to the same standard as the offending person over and above any sentence for his/her crime.

    Police unions and misplaced loyalty are to blame for bad cops going from city to city. They should permanently revoke their peace officers license.

    Until there is a legal issue that will cost the cities, police department chiefs, and others legally responsible for administering the police nothing will change. If you fail to report a termination to the certifying authority for problems and let them investigate to see if he keeps his certification, you should be liable for jail time. That would be a good first step.

It’s like pieces of glass in my head all the time." These are the Leo's we entrust to help citizens and they cause people pain...smh so much for making the world a better place. I feel bad for the good professional cops that have to spend each day trying to undo the mistrust and hatred for bad Leo's actions.

    The I-Team would probably be interested in an incident in NYC when I a former NYS Lawman was harrased by a female NYPD police officer for simply standing in front of my home.... And trying to violate my 4th Amendment and NYS Human rights law.

    This sort of gypsy cop activity isn't surprising when you have so many police officers who should be in prison for the criminal activities that they have committed but they just go on from Department to department and the Department's protect them. Unfortunately the only way people can fight back is to suing in the court system. When the Departments lose money they'll be more careful.

    There was/is a similar issue in the suburbs of St. Louis, where dozens of small (~1 sq. mi.) towns have police departments that they can't properly fund. The phrase used in the paper here was "muni shuffle," because the bad officers would move from municipality to municipality after an incident or resident complaint. It is still happening, although the events in Ferguson and the consolidation of several departments has helped to improve the situation to a degree.

    As a cop, I will say I agree with the comment that small departments hire complete dirt-bags. I've seen it for YEARS. I also agree someone facing criminal complaints should not be allowed to resign vs. being formally fired. We just had a deputy commit a criminal act, our agency refused to allow him to resign, we flat out fired him.
