- Episode 2 of Fallout 3 The Cutting Room Floor, an in-depth investigation into the cut content, design and development of Bethesda's Fallout 3. In today's episode, we take a deep dive into a cut side quest where the player reunited the Lyon's Brotherhood of Steel and the Brotherhood Outcasts factions. This quest spanned multiple areas including the Citadel, Fort Independence and potentially Fort Bannister. There's cut characters, cut armor, mixed up audio recordings, a mysterious artifact and surprisingly seems to have even involved aliens.

Its ironic that the official brotherhood in fallout 3 are technically the outcasts while the "outcasts" are the actual brotherhood

@@zhitchcresttail3387 why I hate the brotherhood but the outcasts at least respect their forefathers goals instead of helping the wasteland for no justified plausible reason it would have been better to make the "official" brotherhood some other faction with the outcasts being the actual brotherhood chapter in the local area
@@shakeem444 those backward thinkers got their butts handed to them out west with the NCR. Also their first Elder actually wanted any people to join instead of ex military.
The Outcasts aren’t that close to the true BoS. The actual Brotherhood, while reclusive, did still trade openly with the outside world. In Fallout 1, the Crimson Caravan is operating a route to Lost Hills. They even became an R&D house for the NCR until tensions grew between the groups and war erupted.
The Outcasts think they’re true to the west, but they’re far from it.
Man the color ways for the outcasts is so badass, would've rocked the red and black recon armor or scribe robes if they were added
It's pretty obvious looking back on it that their color scheme was what inspired the changes in Brotherhood armor in Fallout 4. The darker metallic color and the red accents and all.

@@66bloodmoon You are correct I hate how the perceive the super mutants as mindless brutes with no personality whatsoever or the enclave as generic genocidal bad guys ,and if you say that's what they were in FO2 you are blatantly wrong, and it pisses me off just as much that you don't much freedom whatsoever you're literally there for the ride you can't chat with eden and convince him to not poison the water nor can you convince the outcasts to rejoin the brotherhood it didn't bother me when I was younger but it pisses me off now also the gunplay is kinda shit
Honestly these are the cut content episodes that frustrate me the most. Theres so much here, we know so many of the lines, interest in alien tech, the artifact, the uniting the brother hood etc. But the things cut were done so in such a way forming any cohesive picture isn't feasible. Just enough to get a sense of/idea of what might have been but not enough to get the picture we'd need to make a solid recreation.
Stuff like this is why I am happy when things like the Nintendo hack happen.
I agree. I remember playing Fallout 3 like crazy with particular attention paid to any detail pertaining to the Outcasts. I kept wondering if I had missed a quest trigger at some point. The possible resolution between them and the Brotherhood was so heavily alluded to so many times. It felt like it was definitely supposed to be a part of the base game.
The outcasts and especially the Talon company always felt like a good thing not fully executed.
Talon Company in particular was such a glaring missed opportunity. I remember wishing to join them as a kid, but never found a way 😢. At least I could join Riley's Rangers and make tons of caps off map location data...

I guess it makes sense that the Outcast initiates would be cut, since one of the big points that caused them to split off was recruiting from outside of the Brotherhood. Most of the Outcasts would have been already established Paladins, Knights and Scribes, so they probably wouldn't have many initiates, if any.
Alright, but how could would it be if one of the ways to resolve Trouble on the Homefront was to have the Outcasts take over Vault 101? All the vault dwellers being forced into service as initiates.
@@inurokuwarz It wouldn't be at all, it would be extremely out of character.. They don't recruit outsiders, and they sure as hell don't enslave them.

I wish trading advanced, rare and possibly unique items with the outcasts had more of an impact on the game world besides just giving you some basic supplies, legal access to a couple niche items and amnesty from the very sparse squads in the world. I wish you could do more to help them than just trade and actually watch their faction become more influential, widespread and calmer towards wastelanders and Lyons’ BoS (maybe with a truce like in NV with the BoS and NCR forces in the Mojave) in place of a formal unification quest which would’ve been an oddball quest for the parameters of F3’s engine and story and is now moot in F4 with Maxson having actually done all that himself, after the events of the previous game.
I feel like the best way someone could create a mod around reconstructing this quest and that concept is to attach it to giving the Outcasts the Alien Blaster. It's a perfect "wait... okay, you're the one outsider we're recruiting" story hook. A merc they've had good relations with comes along and trusts them and their ethos deeply enough that they trade perhaps the greatest find anyone has made in the Capitol Wasteland since Liberty Prime for next to nothing. They trust you enough to let you in the loop about their own intel on aliens (since you're in the loop on aliens existing and can be trusted to bring them alien tech) and send you on the alien questline, which could have some stages gated to be accessible only after you're in the proper Brotherhood. While F3 loved to have people instantly ask you to solve their problems, it would be wonderful to see the Outcasts being a bit more focused on opsec like that. Have Lyons be aware of your work with the Outcasts and want in on the tech for Enclave-fighting purposes, giving you the "who do I deliver the tech to" choice which then frees you to do the rest of the line. If you give it to the Brotherhood proper, perhaps give them unique alien-human hybrid tech gear (upgraded power armor, alien weaponry that's been modified to run on human ammo). If you give it to the Outcasts same for them but also open up a very high speech and charisma needing questline (by officially becoming the newest Outcast BOS member, which gives you the unique position of being a member of both factions) which allows you to engineer reunification since the Brotherhood _really_ want that alien tech. Get them reunified, they get gear that's also alien-human hybrid but has better stats with the logic being "the Outcasts have more tech to employ which in concert with the Brotherhood's tech is better than any one group fusing the tech with alien tech". The two groups could have a partial unification with the division of the Outcasts becoming Brotherhood Tech Acquisition Division (their troops do missions involving tech exclusively) and the Citadel Brotherhood becoming the Peacekeeping Division (exclusively doing the missions involving fighting things to maintain order in the Capitol Wasteland), allowing them to do both goals at the same time with the two groups being one, showing them building a more proper governmental division of industries.
The coolest thing would be if you complete the mod's questline prior to the end of F3 or BS you could change them so the Brotherhood troops with you are decked out in that upgraded armor and, if you unified them, have both groups have soldiers involved since it's a joint operation. Hell, if you wanted to be pointlessly over the top, have the unification give Liberty Prime a new look incorporating alien tech that gives him a look somewhere between his Iron Giant look and the retro-futurism of Metropolis.
Had fallout 3 had the enclave and the brotherhood outcasts as joinable factions, then this game would’ve been so much better

i love fallout 3 and while i wouldn’t dare say it’s better than new vegas, it really is the only other fallout i like and play.

1:47 I'm pretty sure the "Lyons" Scribe Bowditch was referring to is Elder Lyons, not Sarah. Doesn't really make sense that the leader of the Outcasts would have to reconcile with anyone but the leader of the Brotherhood.
To be fair, Elder Lyons was not a huge brat in the final game but from the tapes and that line he was probably slated to be a traitorous prick earlier on
It’s strange to say, but I’ve been replaying fallout 3 and it feels like there were so many missed opportunities. New vegas cut content is tragic but it’s still a great game. Fallout 3 cut content makes 3 feel like a great game that was lost somewhere in development and ended up falling short.

I don't think this is true. I can specifically remember having pussy and alcohol in 2008 and I was like "this might be the best game ever made." I'm sure I could have deflated its writing failures, and FO:NV did by being better, but then 12 more years passed.
Same with Skyrim and Kotor 2, and to a lesser extent Bioshock Infinite
I wish the main quest was better. I like all of the side quests but the main questline is just..... ehhhhhhhh. "go find ur daddy." and the whole enclave vs brotherhood thing is full of plotholes and lazy writing, but hey at least liberty prime is cool. and i love galaxy news radio. THREEEEEEEE DAWWWWWGG

I hope this series inspires someone to create a Fallout 3 Restoration Project or something. Fallout 3 was really cool when it first came out, but these days it feels really unfinished, which is a real shame.

I remember when I played fallout 3 and came across the outcasts, my impression was “is this it?”

I been waiting on this one big homie, the Outcast's knew whom they enemies were and I used to watch them kill deathclaws and raiders and ghouls all in the same situation.
If 3 was to ever get remastered all I would ask is to have all the cut content properly restored and implemented the way it was planned to be so that with New Vegas and 4 and you'd have yourself a wealth of new replayability
from those holotapes it sounds like maybe Lyon's was denying them reinforcements so that the loyalists to the old BoS could be eradicated by the raiders, leaving no opposition to his ways of leading the brotherhood
There’s an expansion pack in the Fallout 4 Creation Club that gives you a Robotic Outcast in Power Armor that will travel as an extra companion. It’s cool to have Dance and the Outcast with you, if you’re in Power Armor too, you are as formidable as you can get.

I remember the first time I played F3 when I left the vault I saw a outcast patrol walking past the vault and I just followed them and took all the loot from the enemy's they killed and after all the outcast died and I took them armor I sold it all and had a nice little amount of caps after.

The outcasts were pretty cool imo and it honestly sucks that all they were used for in operation: Anchorage was to start the simulation, also another weird thing idk if this happened to anyone else, after I finished operation anchorage I dropped a couple of items in their bunker and everyone wanted to kill me

And then have a whole quest line about the brotherhood taking over the mother ship. And then just run things from there.

Use of Perfect Dark soundtrack during the alien bs is awesome. I know you've used it before, but man, that's some of the most nostalgic music out there for me that I rarely hear these days. Perfect Dark was probably the best multiplayer experience I've ever had, and I guess that's saying something

Why would you want to play as the enclave? Forced to follow orders, not allowed to take on sidequests or interact with non-enclave npcs, not allowed to explore, no weapon/armor progression, and by mid-late game you don’t even have a technological advantage over the non-enclave mc

@@Chris-mc2dt Okay, mayyybe not one of the direct subordinates of the Enclave. But what if we could get to play as a mc that eventually becomes something like an honorary member of the Enclave? Where as far as everyone, Enclave included, is concerned, you're now one of their members. You could even work your way up their rankings as part of the quests.
All this, while still not officially part of the Enclave so that the mc can still have their freedom.
Or, walk into the Enclave and somehow denounce the current President/Acting General, then convince the faction that you're best suited to fill the newly missing role. That way you still have your freedom.

I'm mixed on the cut content, I wish most of the content remained to increase the presence of the Brotherhood Outcasts, but I'm iffy on the alien content.
Nearly every FO3 playthrough I do I give the outcasts the alien blaster and it's ammo, easiest way to stockpile stimpaks and ammo

Its possible that one one the voice actors was a dev who used it as a placeholder, then a voice actor did it but it didnt sound right until the final and in game holotape was recorded

First time I saw the Outcasts I was like oh wow cause I thought they were just gonna be reg Brotherhood. I was disappointed nothing happened with them. I would've loved some alien Outcasts quest.
Who wrote the fallout 3 guide and when was it written? it seems to have more references to missing and unimplemented or changed content than the guide for fallout new vegas
The thumbnail for this video seems pretty misleading since it's taken from Fallout 4 and only covers Fallout 3. But I'm glad I stuck around and watched it anyway I never knew about the cut quest.

I always thought the Outcasts were bizarrely wasted in Fallout 3. I kept waiting for something meaningful to happen with them, before giving up and looting them.
would have been cool if you started mothership zeta with the outcasts, as they could have mentioned sighting the fresh crash site of a alien ship and tasking you and a outcast member to scout the place with the outcast member.
the outcast member either dying on the ship from the beginning or the member is with you the whole way!
or even dying a hero in the middle of the dlc.
but then i guess that would mess with the whole meeting them for the anchorage dlc thing and make it less of a surprise....
they need a fallout that will be massive and use 5 years of development and will be in the mojave or washington or both as a sequel

I kinda wonder if Bethesda suffered in the same way that Obsidian did. Seems like they had so many great ideas to flesh out various factions but most of them had to be cut. I feel like they focused on building a fun world to explore rather than quests and stories, and when the deadline approached they weren't finished with all this so it got the axe. If they had more time maybe their factions and lore would have felt more complete
Right. It's basic game development, you have time and money constrains and ambitious ideas that either don't work or just don't fit into the game. It's not an excuse, it happens.
The best things about alien stories and books film. Is the mystery, conspircy and hidden truth. When you discover the truth ethier the whole thing seem silly or a waste of time kind. Thats why i loved mothership zeta the aliens were real. And it didnt matter cause the world was gone.

After I beat Fallout 3 shortly after its release in 2008, I knew Bethesda really fucked up when there wasn't a true Enclave ending or Outcasts ending. There was huge opportunity for both factions I mean I really thought you'd be able to side with the Enclave and not have to fucking destroy them. That was a huge letdown, especially on an evil karma run.

i suspect this quest was cut due to conflicts with the main story, or a lack of time to properly implement a branching path.
