It basically means things you know are an issue, are going to be a problem, but you can't talk about them. The example was: "We're building this new car path to give mobility to this community." It's possible they picked up incomplete intelligence, communications talking about embassy attacks but were missing the sites/dates/other details, or it's possible they heard rumours from local sources saying something was about to go down but they didn't have all the specifics and couldn't verify anything 100%.. or it's possible Trump responded to the Ayatollah saying Trump "couldn't do anything" about the US embassy getting attacked by protesters, by picking a bad guy to blow up. He pointed out how if we had just stuck to Afganistan and worked on making its economy up to par while aiding it in getting a stable government we would have been in so much of a better position.
But no! We had to go into Iraq which destabilized the whole region, took out a powerful counterbalance to Iran, took needed resources from the rebuilding of Afghanistan, aided in the growing of multiple terrorist networks, and made the badly damaged the reputability of the American military as a force of honor and intelligent strategies.
Though the whole thing does make sense if you believe the conspiracy theory I saw about the US remaining the middle east as a way to give its troops experience in a real combat zone to prepare for the next great war to come.

A lot of those poppies were being used to make drugs that were eventually finding their way to an America with a growing opioid problem. It was not an attack on culture but a poorly thought attempt to fight the international drug trade.
Were there smarter ways to do that, yes. But at the time the logic made sense to the war on drugs crowd and so they pushed for fighting opium manufacturing in Afghanistan.
