  • All drone and RC plane flyers should watch this video and take note of just how much misinformation and spin the UK CAA has put in this consultation document. In part 2 I will explain the incredibly negative effects that the proposed Remote ID system would have on the hobby by way of unreasonable restrictions and costs.

    Hi Bruce, first merry Christmas to you!
    Thank you very much for all your effort to protect our hobby and in this case for pointing out and explaining this document.
    As a Swiss citizen flying RC-Planes (and sometimes even multicopters - I hate that word "Drone in this context, cause it is loaded with a bad perception and bad feelings due to the horribly bad and wrong journalism of nowadays) I have to tell you, that against the claims of this Document, Switzerland *DID NOT INTRODUCE REMOTE ID - NEVER EVER!!!* So this Statement is a plain lie!!
    This is even more upsetting, since they do not just build this document on assumptions (could , may, might, probable etc.) but they just lie about the facts! Yes, it's true, that as a "Drone operator" in Switzerland, you have to follow the same rules as the EU (You have to register drones over 250g, you have to do a little and easy test online to prove, that you know all the regulations), but there is no such thing as RemoteID required - and as much as I know, it isn't even in the EU the case (and I'm living close to the french and the German borders and I fly every now and then in Germany or France). So writing, that these countries already introduced RID is untrue, misleading and really untrustworthy! The CAA should really , really drawback this document and go over the facts! This is just one big desaster!!!

      I'm sorry to say, but (EU) 2019/945 comes to full effect starting 1st of Jan, 2024. That means Remote ID is required for most 250g+ drones sold in the EU after 2024-01-01. Older drones, self-built and drones lacking autopilot are exempt (for now). Also older drones that could fly in the A1 category can only be flown in the A3 category (no closer than 150m from anything or anyone). This means that e.g. Mavic 2 Pro is seriously crippled by the tightening regulations (partly due to DJI's inaction).

      @@jarnorajala This might be true for the EU and for Drones in particular (I'm not an expert in this), but it is certainly not in Switzerland! RID can be used in Switzerland, but is still absolutely voluntarily. So almost nobody beside possibly those who earn money with their drones has RID active I suppose. Furthermore it is not required at all for RC-Planes other than drones.
      Of course, this all can be change as EVERYTHING in Life can, but as somebody who flies RC-Planes in Switzerland, I don't have to hassle with RemoteID yet. I did the Online Test and I have registered, but only for those very rare cases, when I ever want to fly one of my older Blade drones.

      @@maverick6606 The EU regulation doesn't differentiate between multirotors, planes or other types. So an RC-plane that is sold with built-in autopilot would require RID.
      I just checked and Norway is also requiring RID starting next year. You're lucky that it's voluntary in Switzerland, however you're not supposed to be able to turn it off in devices sold to the EU market. I wonder how that will work out with e.g. DJI products.

    I was a paraglider pilot and there is more regulations flying model aircraft than a paraglider that can fly up to over a mile high. I've had more problems with both helicopters and lite aircraft trying to kill me because they are to busy looking at their instruments and not looking out of the window. I was probably a UFO according them. Fed up with big money making regulations squeezing out the hobbyist.

      I've been a hang glider pilot since 1975 and know just what you mean. A hang glider (and its pilot) has to stay below 18,000 ASL - and stay out of certain regulated air space. But the big difference is that if I "crash" somewhere, I am there. I'm not half a mile away wondering why/how my quadcopter flew away out of control.

      Oh eM Gee it's all your fault. You're up there getting identified as a drone, way past 400 ft. :) Obviously I'm kidding but then it struck me that there could actually be some truth to this. The responsibility and blame for bad regulation would still fall on the FAA though. They have access to the numbers and can see the number of UFO sightings has gone down while drone sightings has gone up. Considering there were UFO sightings long before drones existed there should automatically be a percentage of assumed error assigned to drone sighting statistics. LOL I started this comment thinking I was just going to make a quick joke. It's frustrating how incompetent the FAA is. I say incompetent but it feels more like corrupt.

      @@scyz2807 the risks associated with crashing a hang glider still remains much higher. The fact that literal toys are being regulated as harshly as they are is plain ridiculous. There's no justification.

    Bruce, the CAA will do what they want to do, irrespective of the peoples wishes. We already had a consultation earlier in the year, then this consultation. As far as RID is concerned, there’s no other airspace users that will have this requirement ( should it come about. Gliders and hot air balloons flying well in excess of 120m don’t have to broadcast RID. Heck they don’t even have to broadcast ADSB, yet have the capability to interfere with passenger aircraft, more so than someone like me with my mini 3 pro. It’s a ridiculous proposal to introduce RID on something they actually call a “toy with a camera”. They cite “security risks “ We already have law enforcement, armed forces and government departments to oversee “security risks” We certainly don’t need the CAA looking for a security risk that simply doesn’t exist, nor is it something within their remit.

      The Government/CAA want the Airspace for commercial purposes, possibly even surveillance, we already have the highest number of CCTV cameras, The annual registration fee was just us financing our own demise, pricing the hobby out of existence prevents any possible claim for compensation from the Government, similar that paid to handgun owners following the knee jerk implementation of the ban.
      Line of sight, requirement for observers for FPV, reason given, safety, but commercial drones are autonomous, so, money paid to the regulators/Government suddenly makes unsafe practices safe, if you pay enough.
      This whole exercise is purely to clear the skies of recreational UAVs. End of!

    The CAA have taken a leaf out of Sadiq Khan's book, if you have a polluting car you can come into London but you have to pay a daily charge but it's all about air quality. If was to do about air quality he would ban the polluting cars completely. Remote id is about taking money out of the pockets of the hobbyists using safety as a weapon.

    Thanks again Bruce for being our watchdog with these regulators and breaking down their asinine fatuity dressed up as well researched argument to support their agenda.
    Such argument can also be used as follows: The call to ban people crossing the street. Not only is it dangerous with people often being struck by vehicles, they often also cause drivers to swerve thus causing accidents. Also It is well documented that people cross the street to buy and/or use drugs, access prostitution, or to join with gangs or criminal groups. Very clearly, the activity of crossing the street needs to be regulated at least, or banned to best address these issues.

    Started filling out my response today. Very depressing as I keep on responding to “consultations” making the same comments about evidence and actual risks, but the bureaucrats don’t listen. I am convinced that lawfare is the only option. I am going to investigate how and when an injunction can be issued to halt Remote ID as a breach of my rights to privacy and a family life under the Human Rights Act 1998.

    It's probably worse: Most likely, the bureaucrats themselves didn't write this document themselves. More often than not, they won't stick their heads out, so high profile documents are often produced by hired consultants instead. These same consultants often have their own agendas, and are great at cutting and pasting from earlier work by themselves or others. The very same consultant companies are usually seen at work every time the public sector is buying (or building) something rather large, cost-wise. If someone (even one of the bureaucrats themselves) tries to speak up against them, the usual response is just drowning them in such a sheer amount of regurgitated hyperbole that they just can't get around to responding to much of it.

    I'm in the Netherlands and have a drone that weighs 270 grams. I paid €110. Nice little thing. To be legal I have to register. €23 for first year. And do online training to get a license. €99+€10. Then buy the cheapest Remote ID module available. €240. So to fly my drone 3 or 4 times a year during my bike trip at 20 meters distance 20 meters high it will cost me .........372 Euro.

      The remoteid is also crap because of the weight it adds, so if people need to jump through the hoops of getting a license they will also buy bigger and heavies drone to compensate for this.

You're not going to say ah well, there are people or animals around so I will just fly another time. No, you spend money on a license and remote ID so I will fly and they can go to hell.

    The CAA set us bmfa members a questionnaire to fill out, but the questions were traps,
    chose one Answer,
    A: drones need to be regulated
    B: drones are not safe without a regulator
    I could not finish the form without choosing one so I never finished the form how many others never got to put what they really thought.

      Yes, I too as a BMFA member started to fill in the questionnaire. However you can't move on and read all the questionnaire without filling in page one. All the questions are loaded. So, I gave up and await to be sold down the river again by the BMFA.

      It asks if you agree or disagree, but they are all text fields, so you can put Neither Agree nor Disagree and explain your reasoning. Please fill it in. Under 2,600 responses to the last one says that they can do what they want and no-one cares.

    Remote i/d - as far as I know - NOBODY has yet to manufacture one of these modules. So they cannot say how much it will cost. They cannot say how BIG it will be. They cannot say how heavy it will be. They cannot say it will not block out our recievers. They cannot even say how we are supposed to fit these damn things into a slim-line high-efficiency glider! If there IS a module, is it self-powered, or do we have to keep plugging it in if we change to a different model - and moving and refitting the GPS antennas, thus adding to the wear and tear of the tiny plugs and sockets? Does each model have to have it's own module, with a different code - so what about the modeller who has lots of different aircraft that get flown regularly? A figure of £300 was bandied about - for EACH module. There was even a discussion of making non-EU standard radio equipment illegal - thus creating a lot of instantly scrap electronics, and a lot of expense for the model operators, replacing it all.

    Thank you Sir Bruce Merry Christmas. Yes please more of this, I'm a UK resident, hobbyist and old git who actually believes in personal responsibility. Every time I drive my car I assess the risk to others whilst acknowledging the laws in place to help lower the risk to others. These laws do not mitigate the risk to me from anyone breaking those laws. Bad actors will ALWAYS be bad actors!

    I had an email from caa last summer with regard to restrictions on airspace use in the channel between France and uk. BAE SYSTEMS have been using large drones operating out of lydd airport for 6 months. The cynic in me tells me decision already been made. I think the drone usage in Ukraine fills them with fear.     Bruce I agree with every word you said, the document is not in anyway evidence based,and totally not fit for purpose ,however the unfortunate thing is the CAA will just do as it wants , the same as the FAA I will be having my say to this consultation, but don’t see it making any difference to remote ID is coming to our shores.       TBH the government the UK has right now is not fit for anything but this is not the place to discuss this

    A little off topic but our government introduced something called CBT for first time motorcyclists and moped riders,designed with safety in mind to prevent accidents involving new riders. This was done off road to establish your ability and inform and instruct any that were nit deemed ready. Sounds brilliant doesnt it? Then if youre ready the instructor takes you out on the road for a 'real life' ride to see if you are safe. Well,lets say you get a pass after paying your hard earned,you go off to ride your pride and joy for a full two years,at that point you need to do it again,exactly the same thing,after two years of riding and surviving with no accidents, apparently you forget how to ride and you are once again fleeced for your hard earned. Now theyre thinking of changing it to one year,and if you dont take a test you cant just renew it. A lot of oeople use a moped to travel to work as parking and running costs are a lot cheaper,and if they dont have a need to go to bigger machinery just for the economy of smaller stuff they wont be able to! It always puzzled me because there is no regulation to it my son forgot to renew his for 5 years,was still riding to work and for pleasure,he was stipped twice for speeding late at night leaving work 30 mile trip! Not once was he asked for his licence or cbt certificate!! I passed my test to unlimited capacity in one hit after 25+ years of riding. Showed my full licence to my insurer and he said because i was insuring a 125cc bike,maximum you can ride on a provisional licence,i had to produce my cbt!! Had i been insuring a 750cc bike I'd never have been asked.
    I think my point is it will come,it will be pointless,and it will cost us money,and we will see no benefit,i also fly rc drones/quads have an ospray which is a plane and a drone due to its flight characteristics,drive rc cars trucks did nitro now electric more so. How long before i need a licence for my 1.75m long king hauler with a load? Oh wait i used to drive the real thing,maybe thatll cover it!! Keep up the good work,ill fly no matter what,i aint stupid,fly where i can see it and drive away from people and animals(l i live in the middle of nowhere as my son says!)fed up with regulations for trivial shit,put regulations in place for muggers murderers and rapists chip off bits and shoot em,maybe theyd sliw down like they want us to!

    I wonder if u substituted uav uas or drone with "car, truck, motorbike scooter, van or motor vehicle", if any intended meaning by the authors of such documents would change "possible illegal activity" or damage to property etc.?
    With such statistics available, should we stop driving any of the above?
    The mind boggles.... keep going bruce, u are doing a gr8 job.

    CASA tried to sneak their RID consultation through as well. No excuse given how hard they spam the community with the "know your drone" campaigns (meanwhile inexperienced GA pilots continue to fly their planes into terrain, nary a word from CASA).

    Back in the 70s, there was a report in our local newspaper that two UFOs were sighted high above a local playing field at night; what they did not know was a friend and I flew two huge kites with green torches attached.

    It's funny. The Remote ID rules made me less compliant overall. I was jumping through every hoop to make sure I was doing it by the book. Even went and got my HAM license. Now they've made it clear that they just wanna be controlling, so I just fly safe and ignore the majority of the rules. I'm not going to hurt the field I have permission to fly in, and I'm not going to hurt my backyard. If anything, the field has smashed up my gear more than the gear has smashed up the field.
    Wish I could withdraw my registration, but I was ignorant to the situation two years ago.

    Bruce really can’t wait for part two. This the reason none these agencies FAA, CAA or media will take your offer up to debate or discuss any of these regulations or policies. But each and everyone of them will run with anything Karen says and all the non facts that are presented. So sad…. Just to kill a hobby!

    Most Drone incidents with Aircraft in UK, Aussie and NZ have 99% have been from Law Enforcement Drones colliding with aircraft, But there are a lot of cowboy Operators out there, I’ve followed some Kiwi Drone fisherman flying at Night obviously not knowing CASA NZ/AU regulations.

    Just as here in the US they open proposals for comment and even against massive opposition, they do what they intended to do from the get go.

    Bruce. The claimed statistics involving illegal activity with drones was challenged with a “Freedom of Information Request” and this was what was said:
    I would like confirmation if each and every incident log was requested and all 18,290 checked to ensure the searches performed didn’t retrieve incidents that weren’t drone incidents. If not, were any hand checked and if so what was the sample size?
    The answer:
    The NPCC does not hold a record which provides an answer to your question at part 3, however, in wishing to assist you, having consulted with NPCC Counter Drone colleagues, I can confirm that the figure referenced were all suspected drone sightings, incidents and/or incursions.
    So it’s confirmed that they have no idea what the make up of the 18,290 incidents were …. And certainly no evidence of any wrongdoing!

      You might be waiting a while! After repeated reminders from The BMFA to renew my membership for 2024, I sent an email explaining I was finally done with hobby, due over regulation, so wouldn’t be renewing. The response was “In reality very little has changed for us over the years, thanks to some very hard work by the BMFA”

    Thanks for this Bruce - I've just recently gone through this myself and sent my responses - it's just full of scaremongery and if/buts/could/maybe. It's like you say, if drone are going to be used for nefarious purposes then the usrs aren't going to be using drone with remote ID enabled are they - or certainly not ones that they own.

    You have explained some of the bad consequences I had not even thought of about this consultation. Basically this makes me think of how I will be able to continue flying as I do without noncompliance. The other thing about network RID is when you can't get it in remote areas it will revert to a local broadcast of all your data and details breaking the privacy and data protection laws.

    Very well advertised, not, this is the first I have seen of it. They obviously do not want any questions to answer. Another document written by those without a clue as to the real operation and use of Radio Controlled Model Aircraft including Multirotors. they should stick to what they are supposed to know about ie manned aviation, not that they are experts at that either.

    Bruce, appreciate your passion in pointing out the bureaucrats’ dishonesty & hypocrisy in trying to eliminate our beloved rc hobby. Just curious, are not the bureaucrats in NZ also trying to outlaw all small gasoline powered engines & automobiles, as well as natural gas operating stoves, BBQ grills, and the like with the same voracity in the name of a cleaner & greener planet? I’d be interested in a place to live less head-over-heels into alternative fueled EVERYTHING, the cost & practicality of which appear irrelevant.

    Toys, flying cameras, light shows. These are the viable sectors for civilian UAS. But the tyrants are afraid of unregulated cameras going where their operators can't.
    and a very small niche for short range delivery of very high value/weight time sensitive payloads.

    The UK CAA is, in my experience, willing to follow the money. When I was still in the UK, the local airport wanted to change their stack and approach routes such that around 10,000 rural homes would be affected by low flying aircraft. The CAA allowed the airport owners to proceed as far as the final consultation stage without any actual consultation with, to use current management speak, 99% of the stakeholders. When they did carry out he consultation, 90% of respondents stated that none of the potential stack and approach paths were acceptable: because they had already decided that they were going ahead with the change, they ignored the 90% of respondents because they 'didn't select a valid option' and only considered the responses of the small number of 'acceptable' responses. The UK CAA happily signed this off

    Thank you again, Bruce. Let me help you with that document. Drones will save companies money (AMAZON). Increased drone usage may cause damage to private property (AMAZON, collisions with delivery drones). Increased illegal drone activity (KAREN complaining to police about us). increased risk of safety and security (that's KAREN again, add the "war on drugs " with a bit of youtube thrown in). As far as adding jobs, pretty sure AMAZON wants to eliminate jobs, but if they can grow their dominance, they will inevitably have to hire. More police reports, like you, I would like to know how many were actual crimes. I imagine many of the restricted flights are National parks and other public spaces that are more concerning than actual dangerous.
    Did you ever hear about that drone crash in Roswell N.M.?
    No government is interested in the drone community's input.
    They (governments) are telling us what they are going to do and why we should be for it while not getting into the payola (I mean political contributions).
    Guess which countries have drone ID laws? amazon's biggest markets.

    Like when the law was changed in NZ requiring dogs to be registered with microchips instead of the old tags around the collar. It was pushed hard that the microchip was going to stop the dog attacks.
    Because the sort of people who have mongrel dogs, who also happen to not register their dogs, would be caught by the new type of registration, thereby stopping the attack.... There's a glitch in there somewhere.

    As a member of one of the UK's model flying clubs I am so sad and sick that the way they have just lay down to what is happening.if they had rallied at the start we would maybe not in this situation now ? As for me maybe 2 or less year's and I am out as I think most will 😢

    These were the main points I felt were particularly bad / hadn't been considered about the UK remote ID and geo fencing/awareness proposals - all from the perspective of an FPV race/freestyle type flyer, I know nothing about camera drones (it may be fine for them, wouldn't know).
    The basic proposals are:
    Remote ID is proposed to be networked with a broadcast fallback (known as hybrid), but can fallback only in areas designated by the CAA as ‘low coverage' areas. It is also proposed to be able to prevent takeoff if conditions aren't right. Geo fencing as opposed to awareness actively prevents the craft from going into a no fly zone, or prevents takeoff if in one. Geo data must always be kept up to date, presumably preventing ing takeoff if it isn't.
    Remote ID will affect ANY craft with a camera regardless of size, geo awareness / fencing any craft except home build.
    Remote ID sends secure data not available to the public - except in broadcast mode when all the data (flyer position etc) is en clair.
    So:
    1. The ‘prevent’ in remote ID and geo data says it is not passive and thus the whole system needs to be tamper proof, unlike the US broadcast module, where only the module is. Nearly all FPV craft, commercial and home built, use standard components in the form of FCs and usually open source Betaflight. Neither are amenable to being made secure to prevent tampering. So, in future, where is this secure and closed source manufacturing auditable FC and code going to come from? The UK is a small market, probably not worth it for a manufacturer when the take up is likely to be low.
    2. The fact remote ID has to decide if one is in a broadcastable area or not means it must have a GPS lock. What if indoors or under heavy tree cover, flying in woods etc, and it cannot get one? Grounded.
    3. If it cannot find a server and falls back to broadcast (if allowed), how long will the timeout be? Ie how long is the craft just going to sit there while it decides if you can takeoff or not when a server cannot be found?
    4. The same goes for a GPS lock. It'll be sitting around waiting again for some period, especially if this was not the last location flown (lock takes longer).
    5. The statement that this is ‘low impact’ is ridiculous. I do this stuff on a budget and my craft from 65mm whoop type (which get used inside and out) to 4” prop vary from about £80 to £130-140 with careful buying. Based on the US info, an auditable remote ID module could add around £100 to the cost (UK is more expensive than US) - that is a huge percentage.
    6. Any idea one can have one remote ID module and move it around goes right out of the window when tamper proofing is a requirement, and anyway U.FL and Molex Picoblade connectors are really not designed for continual removal / insertion - they won't last. Anything that would last is too big and heavy.
    7. My 4” is typically around 210g, 3” 175g, 2.5“ 90g, 65mm whoop 25g. We race around woodland with courses round natural obstacles. I can feel the difference of 10g on the biggest (4“) when changing battery size, and it noticeably affects lap time and changes flight time. The lighter the craft is, the more the effect, not to mention lack of space and size. How exactly is a 25g (or 90g for that matter) craft even going to fit this stuff? It isn't.
    8. Unlike a camera drone which is flying itself, an FPV craft is directly controlled by the flyer. So, what is likely to happen if the geo fencing sub-system suddenly decides to take control and stop access, possibly while some manoeuvre is in progress? A crash, I would guess.
    9. Checking geo awareness or fencing data is up to date and to enforce that would require a secure real time clock with lithium battery on board.
    10. I would suspect a 2.4GHz transmitter 'maximised for range’ (to quote the US spec) is going to have some detrimental effect in terms of range on the 2.4GHz receiver situated about 1" away, spread spectrum or not - the band channels are not sacrosanct.
    11. Since the broadcast mode is en clair, it has the same risk to flyers as the US system.
    12. The ‘any camera needs remote ID‘ requirement misses the point. If they are trying to monitor camera drone activities then a camera is not the differentiator, it is the flying assistance built in. A camera drone broadly flies itself with operator guidance, an FPV craft is under the flyer’s direct control, the former takes little flying skill (the skill is in the photography), the latter certainly does. That is the main difference, and that is what leads to the very different flight profiles and usages, not the presence of a camera.
    13. Even if one ignores the cost/size/weight penalties and useability impacts, the whole thing is a preposterous invasion of privacy and overreach by government, I strongly object to some shadowy bureaucracy keeping records of where I fly, and it makes the assumption that everyone is up to no good - with no evidence. I don't need a licence plate on my car if I drive it round a private field as opposed to on the public road - but I would to fly.
    In a way, all these points are irrelevant to me because I wouldn't be doing any of it, on principle as much as anything else, and since I am basically law abiding and anyway wouldn't want to take the risk, that signifies the end of the hobby for me.

    100% agree - unfortunately I don't think we will be able to do much about it. Less kids getting involved will ultimately lead to a skills gap. When I sid my PPL I thought that what i was taught made a lot of sense, these new drone regs though don't really make any sense at all, still in the UK you do what you're told regardless of how sensible or not it is. Honestly what danger does my little foam plane with it's analog camera pose 🙄

    It’s the same old crappy story with further over regulation of the hobby.
    I just want to be left alone to fly my planes in peace. I fly in a remote area from a farm. Not harming anyone. Just enjoying what I do and I certainly won’t be sticking any RID in them for fear of interference with my transmitter link.
    I’m a drone guy too but prefer scale planes and I’d like to see better classification between a drone and the planes I fly. Not any Tom Dick or Harry could fly my scale planes. Takes years and years of solid practice whereas Tom Dick or Harry can go to local shop, purchase a drone and go and fly it.
    What I also don’t get is that I know a few people that fly full size and not regulated to this nth degree. It’s ridiculous.
