Depends on the salesman. If you know how much the lot paid for it, and the salesman is honest about that. They can only rip you off so much. Be reasonable offer then some profit and don't bullshit.

Ahhh , scratches, dents n dings just give ‘‘em character lol , being in the towing industry I can tell you I’ve towed a brand spanking new Silverado a 2022 in 22 with under 1K on it and it had oil leaking everywhere! That’s just one of the many. I rather drive my 04 Dakota and fix on her once in a while rather then have a car payment. When I need a new one I’ll save up and buy one at the auction. Hell it cost too much in groceries and fuel to add another bill lol

You can buy, but talk to insurance companies first, and see if they can come up with an offer for you. You need to get collision damage and third party, chances are it’s going to be high, but if you have a relative who already owns a car in the USA, they could add you to their insurance policy, that way you pay a lot less
