He’s borrowing notes from the blues scale. The “Off key” notes you’re referring to are actually in key. It’s just Blues variation of the C minor/major ( not sure which one).
Also he could be borrowing notes from the harmonic minor scale, whatever the case is, he’s borrowing notes from either one, but with some ear training it’ll be easy to make the midi by ear
It’s called secondary dominant chords. Just take the fifth chord from the scale of the chord you’re trying to land on and make it a dominant 7. Use this trick to get a nice passing chord before any chord.
