I'm pretty sure Hanzo doesn't really believe that the Omnics are sentient, which is why in the end of the trailer he still tries to shoot Genji, possibly because he doesn't believe it's actually his brother but an A.I. programmed to be his brother. This is also strengthened by the fact that he still goes back and prays for Genji even though he was shown alive.
Not really. The fact that he prayed just shows that he still has not forgiven himself.
As for the Omnic (Robot), I think the arrow just did minimal damage. Think about it. It's a robot. It should be able to withstand more damage than a normal man. The shock was just to disable him long enough for him to finish up at Shimada Castle.
