When "bogeyman" appears in the translation, they literally sing "black man". Even though it's a correct translation, because originally "black man" stands for a kind of bogeyman (or death) in German. There is an old catch and run children's game. One child is the "black man", starting with the phrase "Who's afraid of the black man?". The others answer "No one." ... "And when he comes?" ... "Then we run." The children run away and try to escape the "black man". When one is catched, it is the next "black man". I guess that's originated from medivial time when the plague (or "black death") killed half of the population of Europe. Infected people partly got a black skin and and children were told to stay away from them.
Nevertheless Rammstein is playing with the double meaning of "black man" in German. Some politicians and media spread fear about refugees comming to Europe. And even though most of them are not black, they might look a bit different and give a trigger to xenophobia ... which those politicians try to use for their own goals. So "crazy" politicians (one of the two roles, Till plays in the video) and indifferent media just seeking for attention are a dangerous combination. (That is at least my interpretation.)
